Updates on recycling fees in Saskatchewan and BC
Saskatchewan is the latest province to implement a blue box program that requires magazine publishers and other producers to pay new recycling fees. The program starts January 1, 2015.

Once the program launches, producers of materials that end up in Saskatchewan blue boxes or depots are required to shoulder 75% of those materials' recycling costs, similar to programs in British Columbia, Manitoba, Ontario and Quebec. The full plan can be downloaded here.

Magazines Canada notes that Multi-Material Stewardship Western, which submitted the plan, will soon reach out to relevant manufacturers with more information. Details on next steps and timelines, reporting of tonnage for papers, and fees per weight are to come.

A policy to help lessen the impact on small businesses is in the works.

Updates on BC

Multi-Material British Columbia (MMBC) and the Ministry of Environment have released a plan to make things easier for small businesses. New regulations will exempt certain businesses from paying fees or filing program plans, and flat fees (of $550 or $1,200 depending on the amount of paper produced) have been established for qualifying low-volume stewards.

An online assesment tool will launch in March to help businesses asses whether they qualify for an exemption or low-volume flat fee.
